I don't think he thought 'I know its against the rules but let's have a party'. I think he just didn't even consider the question which in some ways is worse.

I don't like him and don't trust him

However. I can believe that he waltzes through life with no consideration at all as to whether the situation is ok. I am quite confident that he doesn't question for one moment anything an aid has written in his diary, or any opportunity he comes across to have fun.

This I can believe that he didn't even wonder in passing whether it was a legal gathering.

He'll have been travelling around, meeting people, being out and about in a way the rest of us were not. It won't have even crossed his mind.

I mean he’s either a liar or he’s so phenomenally stupid he didn’t understand the rules that he created. My money’s on liar, but either way he’s not fit to be leader.

I think there are three possible Interpretation. Either he's a liar or a fool or stunningly incompetent.

Whichever it is, any of those reasons are grounds to get rid of him

Well, there's 2 options. Either he is lying through his teeth, or he is so stupid and oblivious that he really shouldn't be running the country. Either way, it's not great.

I'd be astonished if he was paying enough attention to know there were rules. I always imagine as soon as the words leave his mouth at a press conference they also leave his head.

No. If he wouldn’t be prime minister if he wasn’t capable of understanding the rules that he dictated to the rest of the country. So since stupidity is the only excuse and one he can’t use, the only other option is being a liar.
