My son has learning disabilities, though I'm not sure what his IQ is. He will never live independently though.
And yes, he definitely knows right from wrong. But he's also very vulnerable. So if someone told him he had to do something and kept repeating it, and it was someone he trusted, then he would probably do it. Obviously I would hope he wouldn't hurt someone, but there are awful people out there who take advantage of vulnerable people and these things can happen.
I have seen a picture of the bruise that was on poor Star's face and I don't understand how SS could have just written the call of as malicious if they saw that.
My youngest was very clumsy, and a climber. He fell down the stairs, he fell of a chair and hit his head on a wall, he fell over all the bloody time. None of these things resulted in bruises like that. At worst he had a lump on his forehead (almost permanently it seemed at one point)
And one time he did fall over and hurt his wrist I took him to the hospital even though I was certain it wasn't broken, but just to be on the safe side (it was fine)
I feel so sorry for Star's family who loved her and who would have looked after her, like they'd already done, if her mum had just gone off with that woman and left her behind.
