NC. Posting on behalf of the #BinTheBill Campaign, encouraging support for the #BinTheBill Day of Action on Sat 24th Oct.

We are a grassroots group working to prevent the dangerous Conversion Practices Draft Bill becoming law. We have listed links on our webpage to some of the other organisations who are concerned about the Draft Bill so you can also view their objections.

STATEMENT OF CONCERNS

We are parents, teachers, safeguarding professionals, feminists, lesbian, gay and bisexual, detransitioners, lawyers, researchers, therapists and clinicians. We unequivocally oppose coercion, abuse, and fraudulent attempts to change anyone’s sexual orientation or sex.

This draft Conversion Practices Bill would do the opposite of what it claims. It weaponises the real history of conversion practices against same-sex attracted people in order to shield and advance the modern conversion of gender-confused children and adults into medicalised transgender pathways.

Legislation that cannot distinguish between abuse and ethical care, free speech, or parental responsibility is not protection — it is ideological capture of the criminal law.

The Bill is legally reckless.

Coercion, abuse and fraud are already crimes. Section 1(2)’s sweeping reference to “any conduct” risks criminalising ordinary conversation, parental guidance, teaching and clinical exploration. There is no statutory defence of reasonableness. The Bill would introduce the nebulous, scientifically unsupported categories of “non-binary” and “gender-fluid” into statute. The result will be a chilling effect, unnecessary criminal investigations, and a surge in family-court disputes — all at a time of national financial strain.

It endangers child safeguarding and exploratory therapy.

Parents must be able to question, challenge and guide their children without fear of investigation. The Bill shows none of the respect for parental responsibility or reasonable behaviour that exists in existing coercive-control law. Grandparents, teachers and social workers will self-censor. Children could even face consequences for refusing to affirm an adult’s belief.

Legitimate exploratory therapy is not conversion. Clinicians must be free to help patients examine complex feelings without predetermined outcomes. The Bill ignores child development, desistance rates, and the adult duty to protect children from irreversible harm. Fear of prosecution will drive cautious professionals out of this work, leaving vulnerable people without support.

It is homophobic in effect.

A high proportion of those identifying as transgender are same-sex attracted. Social transition is an active intervention that locks many young lesbians and gay boys onto a medical pathway of infertility, sexual dysfunction and lifelong health risks. Helping a same-sex attracted young person accept their orientation risks being treated as a crime. This is conversion practice by another name.

It silences women, academics and dissenters.

Women must remain free to name biological sex and defend sex-based rights. Academics and teachers must remain free to pursue evidence and follow safeguarding guidance. The Bill treats contested belief as settled fact and places those who dissent at legal risk. Detransitioners — already often isolated and traumatised — will find it even harder to obtain honest support.

A law that cannot separate coercion from care, or ideology from reality, will harm the people it claims to protect while eroding liberty, professional judgement and parental authority.

This bill is a trojan horse for so much. It will effectively bring in self id by the back door, a blasphemy law for gender ideology.

It’s very worrying that this bill is being proposed and so few realise the implications. Every MP needs to be made aware of the dangers of it!

Yes, it is a Trojan Horse for a whole host of ills.

The conversion practices bill: vibes-based legislating
Labour MPs are rallying in support of a dangerous bill that risks criminalising parents who don't agree to their child's social transition
July 6 2026 - Sonia Sodha

"The reality is that this bill is a Trojan Horse that smuggles in a whole host of dangerous unintended consequences that gender activists could use to pursue people who don’t comply with their ideological demands. First, that men who believe they are women should be treated as women for all purposes in society, and second, that gender-questioning children should be affirmed as trans and funnelled onto irreversible medical pathways that come with lifelong risks for their fertility, bone health and brain development."

The ‘conversion therapy’ ban is a Trojan horse for trans extremism
Parents, therapists and any concerned adult could be jailed for challenging a child’s gender identity.
Spiked 30 June 2026 - Stella O'Malley

"This bill has consequences far beyond psychotherapy. It reaches deep into families, classrooms, youth work and places of worship. It gives the state unprecedented influence over ordinary conversations about sex and gender between parents and children, teachers and pupils, youth workers and young people, and religious leaders and those in their care. It is a Trojan horse for state regulation of conversations about gender identity."

Conversion crisis for councils
The Conversion Practices Bill may promise protection, but it risks leaving councils carrying a huge financial and legal burden
TERF Times 21 Sept 2026 - Jenny Dingsdale

"The proposed Conversion Practices Bill is a trojan horse, designed to enshrine concepts like transgender identity, asexual and non-binary in law, by threatening non-believers with criminal punishment. The potential harms are obvious to many, but the significant impact that it would have on local authorities has not been considered by the government."

https://www.terftimes.com/p/conversion-crisis-for-councils/

Councils could be left carrying the uncosted burden of the Conversion Practices Bill.

The pre-legislative scrutiny committee for the Conversion Practices Draft Bill has its first meeting on Monday, 12th October.

There are 12 members on the Committee, MPs and Lords. But they only need a quorum of 2.

Of the committee members 2 are fully in favour of the bill, and have stated this publicly, on is an ex Chair of Stonewall.

It will take a massive commitment to honesty, integrity, and fairness for the committee to do more than push the Draft Bill through. It has already got to this stage with poor evidence it is needed, a lack of definition of main terms, an extension of sexual orientation beyond any current definition, and such a wide definition of trans gender ideology that anyone can identify as anything and they are covered.

This is a good example of the need to get the Draft Conversion Practices Bill kicked into touch asap.

Posted on another thread, apparently wrt parents who are/were considered by this person to be insufficiently "gender affirming" of their children:

"I've rung social services on several occasions about two children I was worried about. The most that happened was a social worker questioned the parent then promptly did nothing."

🚨 Paging legal brains of Mumsnet, what would be the process and possible outcomes under the Draft Conversion Practices Bill (England & Wales)?

Sarah Phillimore has had some thoughts on this.

The Conversion Practices Bill
Is this capable of bringing down both the criminal AND family justice systems? Much more work needs to be done to analyse the impact of this bill on the already tottering family justice system.

`it's hard to disagree. Criminalise responsible parenting, adultify children by pretending they're the same as adults. Embed a contested ideology into the law. Undermine both Cass and KCSIE (Keeping Children Safe in Education statutory guidance). And lots more.

Paging Legal Beagle Mumsnetters @spero and @DennisNoelKavanaghOffTwitter

I don't know if this Mumsnet account is owned by THE @NaomiCunningham - but the one who we all know and love has just issued a call to arms!

It's difficult to overstate how important it is to defeat the proposed Conversion Practices legislation.

The draft Conversion Practices Bill is trans activism's attempt to reverse the gains of Forstater and For Women Scotland. It will encourage and enable trans activist bullying that will make what we've seen so far look trivial.

Parents will be threatened with criminality for attempting to protect their children from harm. Teachers for any attempt at good safeguarding practice. Clinicians for exploring the causes of gender distress. Women for defending their everyday boundaries.

There may never be a successful prosecution under it, and doubtless proponents know that. Convictions aren't the point: the point is to terrify us into submission.

It will work. Even without the threat of criminality, and even with the protection of Forstater and For Women Scotland, it takes real courage to dissent at work from the demands of gender ideology, or to point out its harms.

This is our Battle of Britain moment. Labour has a huge majority and can force this repressive legislation through if they choose. They must be made to fear the consequences of doing so.

So organise, and mobilise. Find your local TERFs. Join the WomensRightsNet, support or follow SexMattersOrg, Transgendertrd, ForWomenScot.

Join your workplace or sector SEEN - or if there isn't one, found one. (If your workplace has a Pride network or an LGBTQIA+ network, it can't without discrimination refuse to recognise a SEEN as well.)

Raise awareness. Talk to anyone who'll listen: parents at the school gate; your GP, your dentist, your hairdresser; your children's teachers; members of your sport or social club or your choir.

Badger your MP.

This is an attempt to wind the clock back to before Forstater — only worse, because under the threatened law, dissent will be punished with criminal sanctions rather than mere loss of livelihood.

Now's the time to make sure you'll have a good answer when your granddaughter asks you "What did you do in the Battle of TERF Island, granny?"

We have to win this one.

Does anyone know what the Conservative Party stance on this is, and whether Kemi Badenoch is prepared to stand up and unequivocally oppose the Bill?
Could she apply a three line whip to order her MPs to oppose?
Or, as some commentators have said, in a deliberate pivot to try and aim for LD seats in the SE after her speech at conference, is she going to go soft on her opposition?
As a long term Tory voter, a big part of her keeping my vote is how she and the party address their policy towards this Bill.
I'm sure I'm not the only one.

TransParentlyAnnoyed · 11/10/2026 08:56

The reason opposition to this Bill so well-funded and organised is simple: it closes a legal loophole enabling abusive parents to harm their LGBT children under the guide of 'Conversion Therapy'.

So, a few points:

  1. Social services will not remove a child from anyone's care unless they are at high risk of physical or sexual abuse - and the threshold for removal is high. For example, I have reported two partners of single parents.

In case a) the mother was physically attacked, leading to my calling the police after she managed a silent call to me. The man had a long history of DV with multiple partners. Social services interviewed her but did nothing because she could not talk about the abuse. He simply went away, waited for the fuss to die down, then resumed the abuse.

In case b) I reported seeing injuries on a child under 10 caused by the same man picking up the child and throwing him. Social services did nothing at all.

In case c) a single mum attacked my brother by kicking him down a flight of stairs. He managed a silent call to us and my husband listened while I called the police. I called social services saying her five year old boy witnessed everything, and would be in school the next day unable to express how he felt (English being his third language, for a start). His mum was not charged. Social services did nothing.

And you're suggesting parents will be charged for just talking to kids about being LGBTQIA+?! Give over. Parents are only charged when there is overwhelming evidence of neglect or abuse.

  1. Abusive parents are currently able to hide significant neglect or abuse under the guide of 'Conversion Therapy'. It is often carried out in places away from home and by other people. The Bill criminalises this and puts the responsibility onto the parent.
  1. Bullying of LGBT children, making the home intolerable, is already a criminal offence.
  1. The right is pouring significant resources into stopping this Bill because it further normalises being LGBT. It advances LGBT rights and sends the message that there is nothing wrong with being gay, bi, trans, ace, pan or any other identity.
  1. No one is 'transing' gay children, It's a total myth. No parent prefers a trans child to a gay child because

a) they know trans kids can be gay, straight, bi, ace or pan same as cis kids are. Being trans doesn't alter who you are attracted to. For example, my son is trans. He likes men and identifies as a gay trans man. He has never shown any interest in girls. So how, exactly, did I 'trans' him from being a lesbian, as so many terfs have accused? Come to that, how did I 'trans' him in the first place?

b) Parents know the life of a trans child is a massive degree more dangerous and disruptive to their studies than that of a gay child. A gay kid can hide who they are, a trans kid cannot. They are also significantly less likely to pass exams, have good mental health or survive school.

  1. The Bill does not criminalise talking to LGBT kids; what it criminalises is conversion therapy. Existing legislation already covers a parent being neglectful or abusive towards an LGBT kid.
  1. The Bill also spells out to LGBT kids that what their parent calls 'conversion therapy' is abuse. It makes clear to these children that their parent cannot harm them because they disapprove of who they are, and that they should report it.
  1. Anyone who genuinely believes that chatting to a child will be criminalised should read point 1. Social services go to incredible lengths to keep families together and will not intervene unless they believe a child is at risk. What is being criminalised is secret abuse, carried out under the guide of 'Conversion Therapy' which involves significant harm.
  1. No trans child can access surgery. They can only access hormones via the black market and if they have significant cash without parental support. Social transition is a change of name and hair, and in the case of trans boys it may involve binding.

Parents who don't help their trans sons access properly-fitting binders will not stop them binding. They will simply wear tight sports bras or use tape, or wear an ill-fitting second-hand binder. Any of these options will cause a lot more harm than a proper binder.

If parents want to limit the pain caused by binding, they have to be realistic. Get them a binder that fits and don't try to take it away. Accepting their son's identity will also lead him to bind less because that eases dysphoria.

  1. The hyperbole around opposition to this Bill is deliberate. The right does not want to normalise being LGBT, give further protections to LGBT people or remind LGBT children that their parent has no right to harm them. That's it. Trans children already self-ID. So do gay kids.
  1. The vast majority of gay people support this Bill because they know the damage 'Conversion Therapy' has done. The right wish to present it as an attack on being gay, but know perfectly well that it is not. Gay people overwhelmingly support trans people. This Bill will protect gay kids from abusive practices just as it will trans.
  1. Anyone opposing this Bill is supporting child abuse.

Trying to decide if this is AI, a cut-n-paste job, or a bit of both.
All the 1’s is weird.
You'll need to provide receipts for this ‘well funded’ accusation, who’s throwing cash at ‘enabling abusive parents’ and why, what’s in it for them to do so? Also, conversion is already illegal, there is no loophole to fill, this bill is just another round or trans wish fulfilment, who’s funding that?

MarcTheGenderSkeptic · 11/10/2026 10:27

It's what I call the trans ideologues "backstop". So, just as the SC ruling objectively clarifies the law at the top, if this Bill is passed, it creates massive confusion at the bottom, backed up with putting the fear of God into parents, teachers, and councillors etc.
So, while the law on biological sex and women's spaces is clear cut, the social aspect is made murky and vague, a shot in the arm for the transition industry propagandising to children, and diffusing any ability to speak truthfully to children in need of certainly not dangerous platitudes.
I don't think the Bill will hit the problems the Assisted Suicide one did, because 90% of Labour, LDs, Greens MPs (and a fair few Tories like Crispin Blunt) etc are religiously wedded to it,
My interest remains with how strongly Badenoch opposes it, and how consistent Tory MPs are behind her.

Kemi strongly advocated for the draft guidelines for Gender Questioning children. They weren't perfect but the current govt subsumed them into KCSIE and retained some of the key issues.
I would imagine she will very strongly oppose it and suspect that as the details become more widely known - especially the adultifying of children, the attempts to undermine Cass & KCSIE and the legal incoherence - many more MPs will speak out? But that's just a guess.

Gay charities and groups pointed out immediately on this first being raised: this is a Trojan horse weaponising the historic abuse of homosexuals.

They identified clearly: there is no evidence of such things happening now in any real sense. Much of what is mentioned in this post as supporting evidence demonstrates precisely that. Cases a b and c have nothing whatever to do with gay or gender confused children but is a complaint about general safeguarding and existing law not being applied properly or thoroughly.

And more importantly, any of the actual abuses once addressed as actual conversion therapy to homosexual people are now all well addressed by current law. There is no need for new law.

As this wall of text makes plain: this is solely about trying to prevent adults from protecting children in ways adult activists find inconvenient, while embedding utter bloody chaos in law for activist purposes to trample the rights of others. And shouting a lot at anyone who pulls back the curtain on the Wizard of Oz.

Anyone supporting a child in wearing a binder is absolutely engaged in abusing that child.

I was quite impressed re the Assisted Suicide Bill how many MPs showed critical thinking. I fear there won't be the same over this.
The Conservative Party will have to represent the visible opposition in Parliament, but many Tory MPs will likely virtue signal or go MIA.

Sure, but they say all the quiet bits out loud. Despite a thread of mine being ground into the mud by a motivated TRA, it was still useful to hear her expound her thoughts. Brought a form of "clarity" to the zero sum game.
"Know thy enemy" and all that.

Your first point about children not being removed unless serious abuse is false. Your two anecdotes are not reflective of the system as a whole.

Many children and parents will attest to mistreatment by the system and children being removed based on prejudices against non abusive parents.

Even the legislation is quite clear in not requiring such a high threshold for removal in non emergency situations.

This kind of misinformation destroys families.
