Trans woman is banned from flaunting genitalia at YMCA locker room

The language - ‘pre-op private’s’ - well that’s a first!

Because it's very difficult to demonstrate that somebody is being nude for sexual gratification if they are in a space where their nudity is legal. It would be difficult to charge a man with indecent exposure if he were wondering around a nudist beach. In practice the crime is situation specific.

It is hard. That doesn't mean it's impossible or that it can't or shouldn't be investigated. I'm not suggesting the law doesn't make things unreasonably difficult. I'm just pointing out that the police have let these women down too.
