Gender critical councillor challenges Cornwall Council over trans comment complaints

A gender critical councillor, Dulcie Tudor, is challenging Cornwall Council's decision to progress ten complaints against her as "discriminatory and potentially harassing".

The council has hired an outside barrister at taxpayers' expense on the matter after it received ten complaints about her comments. She has branded it 'shameful, discriminatory and potentially harassing'.

The complaints that she breached the council's code of conduct stem from a full Cornwall Council meeting in November - and subsequent comments made on social media by Cllr Tudor - when she asked the council's Liberal Democrat leader Cllr Leigh Frost if a trans woman is a woman.

(I cant see a thread about this, but if there is one can someone add to a post - thanks!)

I thought councils were skint? But they are harassing a councillor via an expensive barrister who has simply said men can’t be women.

This really is a horrific dystopia isn’t it

I really hope someone can come on and tell us how Maya Forstater’s outcome affects this. Are gender critical views protected only as an employee? Or also by a public position like a councillor

Thatcannotberight · 09/02/2026 19:26

But this is Cornwall. Completely captured at county level. Producer of the Trans Student Handbook circa 2012, which was then distributed to schools in other areas.

IwantToRetire · 09/02/2026 19:34

And how many of the 12 complaints were from some sort of activist group.

And even if there were 12 totally independent complaints, haven't they heard that sex means biology is a "belief" worthy of respect and employers etc., have to respect this.

Committee chair Cllr Loveday Jenkin said: "With all these things, it's very much about how people perceive the way you're speaking, so it's not just about what you say but how you say it that needs to be looked at and assessed."

Bananarama! Smile

Great minds think a like, I copied the same paragraph to paste into the comments.

Talk about having to police yourself, a person could tie themselves in a Gordian Knot if they had to try and consider how a whole world of people 'perceived' what they said before they said anything. How come the idiots who say stupid things like a man can be a women don't have to consider how people might perceive what they're saying.

I hope she wins, and the complaints are dismissed as vexatious.

So do I, but this will mean another woman left isolated, not doubt stopped from doing her work as a Councillor, and TRAs taking pot shots at her.

Whose going to pay for her Barrister.

Disgusting misuse of power.

Yes, exactly. I wonder who the “expensive barrister” is.

Igmum · 10/02/2026 07:03

Jane Russell? I hope Dulcie is a member of the Free Speech Union.

Ereshkigalangcleg · 10/02/2026 07:28

Yes I was thinking either Russell or RMW.

Same. It's astonishing how often the Bananarama defence is deployed.

It's nothing more than people utterly agreeing that TWAM but being terrified to say so.

No wonder the Free Speech Union is taking on so many of these cases.

And yes, dystopian indeed.

The very fact of people bringing cases against women like this is a detriment in itself.

FranticFrankie · 10/02/2026 09:14

What an absolute waste of money when councils are supposed to be struggling
Bananarama argument again!!

The FSU are very much in demand these days

SinnerBoy · 10/02/2026 10:23

Here's a bit more detail about what she actually said:

https://www.cornwalllive.com/news/cornwall-news/cornwall-council-leader-avoids-gender-10670240

"So my question to the leader offers him an opportunity to set a clear definition for officers, employees of the council and councillors - is a trans woman i.e. a man who identifies as a woman, a woman?"

Cllr Tudor then said: "Well I'm sure the leader does know what a woman is, but I don't need to ask why he can't provide a straight answer here. I think we can all draw our own conclusions as to why."

Compare and contrast:

Ten complaints, which are still being investigated, were made against Cllr Tudor between November 27 and December 3. A council agenda shows that the complaints include:

  • "It is stated that by calling trans men 'men pretending to be women’ and drawing an equivalent with violent criminals the subject member has breached the code."
  • "By posting online the subject member has been transphobic, bigoted and hurtful towards trans people."
  • "By calling trans women 'men', she is herself bullying and insulting a protected, vulnerable group of people which is appalling behaviour and incredibly disrespectful."

One might suspect that they're making it up on the hoof.

TheywontletmehavethenameIwant · 10/02/2026 11:03

It would take a warped thought process to get from what she said to what they say she said, these complaints would only be upheld if the process was completely compromised. 😠

Ereshkigalangcleg · 10/02/2026 11:05

Surely her challenge is internal at this stage, why are they wasting taxpayer money on barristers when hopefully it could be resolved?

  • "It is stated that by calling trans men 'men pretending to be women’ and drawing an equivalent with violent criminals the subject member has breached the code."

Is this ^ a typo or did the committee produce a faux pas?

Professor Meryll Dean, a non-elected independent member of the committee, said: ...
"I think it's very helpful to remember this is an issue of the code versus the law. There was the Supreme Court decision about these views being legally held and I'm sure the investigating officer will be well aware of that.

Sigh
Its not their rule V the law.
Their rule is only a rule if the law allows it to be a rule

Someone wants to prove asking if a male human is a male human is a breach of their code.

They need the legal cover our arse twas not realllllly our fault that
□ we decided it was
□ we are obliged to say it was not

Thatcannotberight · 10/02/2026 13:19

So it doesn't matter what she said, they know she meant something else, something, something, dogwhistle, something, something, nebulous, something something transphobic. #sadtimes.
They don't know their TWs from their TMs. 🙄🤣

💯 this.

Once you stop focusing on the trans experience and start asking whether the same values are applied to female people who also have their history of marginalisation, exploitation and oppression, up to and including personal and systematic sexual, emotional and violent abuse, you see what a bare faced lie is being told by TRAs when they claim to be motivated by nothing more sinister than the milk of human kindness, tolerance and care.

Intimidation.
As ever, the process is the punishment & these Kernow dafties don't have to pay the brief's bill out of their own pocket.

Cornwall councillor has accused the local authority of a “cock-up” after all the personal details of ten people who complained against her were emailed to her, including the names and contact details of four people who expressly asked to remain anonymous.

“I know now, for instance, which complainants might be actual council officers and I know which complainants might be elected councillors – it’s crazy. I shouldn’t know that.”

Cllr Tudor said she passed the information on to the Free Speech Union, which is representing her.

“In a really bizarre turn of events I’ve decided to report the breach of confidentiality of people who complained against me to the Information Commissioner on their behalf,” she added.

Maybe someone's on her side. Nobody should be able to complain and stay anonymous, their not whistleblowers, they're petty minded, malicious sneaks.

TeiTetua · 19/02/2026 20:34

Oo, this is delicious. I think now she should go to each of the 10 people who complained about her, and ask them absolutely politely whether they made the complaint as part of a coordinated campaign. And ask them further if they were the originator of it, or if not, who approached them to suggest it. Of course, they'll all say "I'm not going to talk about that".

But I wonder if Cllr Tudor can now file her own complaint alleging harassment, and saying that this group has got together to attack her. (As opposed to individuals who each consider themselves separately offended.) And she could point out that a complaint that someone has said the wrong thing is taken seriously, but a complaint that there's a conspiracy going on is immediately rejected (as it surely will be). I can imagine efforts by the council to kill this whole thing as speedily as possible! And no doubt some wretched minion who sent the email is getting pretty thoroughly berated. Oh, and a little gentle blackmail--"Explain to me why I shouldn't make the list public."
