I can't remember who / where, but listening to or reading something recently I think they were saying that a lot of "issues" come from childhood trauma, and that your ideas of sex can be set young as a result. I have a degree of sympathy with the idea that a paedophile can be a victim as much as a predator, and that (sexually at least) he feels trapped in a teenage body (the body that - for example - was raped when he was 12).
None of this alters two things -
People who express paedophilic tendencies need high levels of support and incredibly intense monitoring.
People who commit paedophilic acts have no excuse, and punishments need to be much tougher. (I would be tempted to suggest chemical castration plus 40 years in prison, or "life means life" as a starting point, but I am open to reasons why we should be a little less tough in certain circumstances.
