And it's NOT a spousal "veto"! It's so misleading to keep calling it that, when it's actually about delaying the full GRC to give the partner the option of ending the marriage before it's converted into a same sex marriage. The spouse doesn't have the right to veto the granting of a GRC, and never has had.
