On the face of it yes - i agree. based on what was alleged and what they were told by her parents they should have backed away.
You can agree if this a murder enquiry - then yes, they should have been there and detained her. And if all diplomacy didn't work then you might have had to use force to bring her out.
But it would have been clear that this job was not that serious - so alternatives could have been considered.

Yes - chances are she will be quietly disciplined.
Action planned or grounded whilst an internal investigation goes on.
Possibly re-trained.
Although don't get me started with police training.
I will agree that it is woeful at the best of times. Most of it is done via E-learning packages and you are told to find 3 hours in your day to complete one.
And where do you find a spare 3 hours without interruption?
I have about 8 packages stacking at present with no time being given to complete them.
The last mental health package we had was concerning Dissociated Personality Disorder.
