Economic climate and change in political landscape leading to loss of income.
Increase in complexity of the regulatory environment.
Increase in anti-LGBT rhetoric in the media, politics and the wider public sphere.

hmmm...

Interesting.

The last one seems as much an opportunity as a risk, surely? If intolerance is rising, then Stonewall can ride to the rescue and fulfil its raison d’etre. I’d be interested in what they see as a rise in intolerance, as I suspect I might have a different take on where it’s being directed (I think to lesbians, but I suspect they believe it’s to trans people).

Do they actually mean

The risk of people getting sick of the corporate world parading rainbows as an easy way of virtue signalling their commitment to equality.

If employers were to shift tactic and actually change recruitment, employment and training policies to give equal opportunities to BAME, women, disabled, trans, and gay, rather than pushing money at Stonewall, could this be read as anti-LGBT.

Even more anti- perhaps is if any of the corporate money were to go to the LGB Alliance.

I suspect by “an increase in anti-LGBT rhetoric in the media” they are talking solely about the T, and by anti they mean anything that questions gender ideology, including articles relating to transing kids, and the lived experiences of detransitioners.

This is another reason why the law around the recording of “hate incidents” has to change. Organisations like Stonewall can hand-wave in the direction of 87,000 recorded hate incidents and talk about how intolerant society is becoming.

Stonewalls ‘risk’ that concerns them most is them going under.

I was in the park and someone was playing some music and Lola by the Kinks came on. I almost peed myself when a ‘youngster’ passing by in mock horror (thank god) clapped her hands over their ears and shrieked ‘hate crime!’. She was joking!

Yes, I can imagine they have some concerns about funding, but that's all.
In the space of just five years, this org has gone from protecting the rights of sexual minorities to telling people that sexual orientation is about gender, which means that a bearded male can be a lesbian if he says so. Stonewall employs people like that, so their risk analysis in terms of perceptions and funding can't be all that insightful.

Probably would be objected to these days, although Lou Reed was friends with Candy Darling (and honoured her with the song) but I doubt that cuts the mustard these days.
