People in groups tend to be really stupid, if it's given in a group situation to a whole load of teachers less are likely to act individual and air their complaints.

I have watched with amazement in my council how a completely unqualified but very confident/arrogant person has managed to position herself as a spokesperson on a particular topic. Once on one committee they slip into another then use that to move onto a national committee. If you speak loudly enough and confidently enough whilst dismissing others it seems you can pretty much corner the market in terms of offering advice regardless of lack actual knowledge or lack of qualifications.
