This doesn’t really suggest that the judge was competent to be sitting on a case dealing with harassment via multiple means including social media.

I don't understand a lot of what's happening. Anyone with a legal brain able to translate what a voluntary undertaking is and what the different stages if court hearings are?

Emails are a lot different from tweets. Sending someone a flood of emails could be construed as harassment. Tweeting, especially if you don't @ the person? Not so much.
