Sorry bit of a bollox of a sentence at the beginning. Meant to read 'How are their carers and social workers supposed to react when they start to identify as a woman (or man)?'

It is significant that the perpetrator had been supported by both social care and mental health services.

The perpetrator was under 18 at the time he assaulted the two young girls so could not have had a GRC.

Were the supportive services required to affirm his gender identity due to the policies influenced by transrights activists lobbying of Social Care and Mental Health (Memorandum of Understanding) ?

In the origninal article, it described how he was with a support worker at the supermarket. Had they been required to support his 'right' to use the women's toilets?

That girl and her mother are brave as fuck.

Dolatowski was considered to pose a “moderate risk” of reoffending but Sheriff Williamson said: “I have come to the conclusion that the public will be better protected by the imposition of a stringent community payback order.”

I wonder if the assessments were able to consider whether this male presents a risk to females?

Dolatowski is a Vulnerable Adult and so will likely be in receipt of supportive services and housing etc alongside other Vulnerable Adults which may include over 18yr old females.

Dolatowski's gender identity may continue to prevent effective risk management.

But this never happens!

Care work isn't neccessarily constant supervision. It often involves supporting young people to do shopping budgetting etc.

He offended when he was accompanied by a carer. And he offended a month later when he was alone. Seems like very high risk to me.

Moderate risk of reoffending?

Its a specific risk banding which informs the management of sex offenders:

Looked After Children are especially vulnerable, they are more isolated and may have additional higher incident of risk factors including sexual abuse etc.

The victim is a brave girl. The truly awful thing is that she is not safe in toilets any more because there’s no guarantee of this never happening again. The designation of 'Moderate Risk' recognises an individual does present risk of reoffending and determines which measures should be in place.
It is also dynamic so should involve re-assessment and can change.

Sexual Harm Prevention Orders account for the majority of restrictive orders and are intended to protect the public from offenders convicted of a sexual or violent offence who pose a risk of sexual harm to the public by placing restrictions on their behaviour. For example, a SHPO could be used to prohibit an offender from being alone with children under 16. The offender is automatically made subject to sexual offender registration and, if the order is breached, may be liable to a maximum of 5 years imprisonment. The SHPO is specific to the offender and is tailored to manage specific risks.

The term 'carer' is broad, so given his age may have been someone enabling independent life skills etc rather than supervision.
(The nature of his support needs at the time of the assaults are unknown)
