Asked how Dolatowski could pass a risk assessment to live in a women-only hostel having targeted two girls, a council spokeswoman said: “These are women, they weren’t girls.”
She added that the decision to admit Dolatowski to a female hostel was guided by the National Accommodation Strategy for Sex Offenders, which does not mention transgender people.
The spokeswoman refused to provide the criteria of the risk assessment. It is understood that Dolatowski has now been moved into her own accommodation.
This is such a failure of Safeguarding and critical thinking.
The fact that an 18 year old identifies as transgender is not the relevent issue.
The offender is a male.
The offender was convicted of sexual assault and voyeurism against two females who were children, in a women's toilet.
There is no basis for a male convicted of these crimes to be housed in what should be single sex accomodation for vulnerable females, regardless of age.
I can't imagine how this went through Offender Management discussions. Only that policies created by Trans Rights lobbyists obscured the offender's sex and thus hindered effective risk management.
