So you are prepared to make cynical assumptions and risk assess any and every male HCP as a potential risk to a young child, even those who are definitely innocent, but you don't think SOR requirements should apply to a man who definitely has sexually abused a young girl.
You personally assume any male can or may abuse given the opportunity/situation so take steps to avoid it yourself, but aren't prepared to say that as a societal level a guilty abuser should be kept away from children and so needs to be on the SOR for a length of time.
How on earth do you square these two reasonings?
