Leeds City Council are in breech of the Equality Act, 2010.
Local authorities have a statutory duty to "foster good relations" between those who do and do not share protected characteristics - eg organising and mediating at meetings between transgender people and women.
They also have a statutory duty to advance the interests of people with a protected characteristic (eg facilitating or enabling a meeting to take place).
And of course, they are supposed to eliminate discrimination and unlawful conduct towards the protected characteristic people - rather than actively victimise and discriminate against them.

149 Public sector equality duty
(1)A public authority must, in the exercise of its functions, have due regard to the need to—
(a)eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under this Act;
(b)advance equality of opportunity between persons who share a relevant protected characteristic and persons who do not share it;
(c)foster good relations between persons who share a relevant protected characteristic and persons who do not share it.
