Yes, it is the details of the proposed law.

The US antichoice movement knows that they can't overthrow Roe v Wade so are now concentrating on limiting abortion in other ways. Shortening the time available, making it more difficult for clinics to operate legally..

I think the rules are that she can only talk on topic. They are trying to say that she is off topic - didn't it say that the filibuster would be ended if she had 3 warnings.
