You’ll know the moveset it has when you go in the lobby and see what your recommended types are.

How much does this apply to other raid bosses?

It applies to all raid bosses. Movesets are extremely important in battle, both theirs and yours, so you know what best to counter with. Just going off types isn’t enough.

Niantic News indicates the way raid bosses battle are changing (apparently becoming more powerful) and there will be tweaks to movesets too, including brand new moves (which could change the usefulness of a Pokemon in battle instantly).

Vague, but what will likely be very important news and a massive game changer.
