Can someone explain to me the procedure and how this works?

Some have said that if one country confers IPP status on him then everywhere else has to provide security, but is this really so? I can't quite see how one nation could bind others like this, but it would be really useful to hear from anyone who actually knows

There is a UN Convention that sets up the Internationally Protected Person regime. It applies to Heads of States and those representing them. If you are a country that has signed up to that Convention, you protect other signatories’ IPPs and they protect yours.

sashagabadon · 09/12/2023 17:46

Yes they removed it pretty sharpish when they were told it was wrong but they definitely thought they had the status at time of leaving ( or why mention it at all)

and Harry told Meghan their security would never be removed. He said exactly this in the Netflix programme.

Puzzledandpissedoff · 09/12/2023 17:46

I've long wondered the same as to whether the IPP thing is just a status issue, @Maireas, but it's obviously not something they'd admit to so it's hard to know

In any case there are very few people who'd qualify outside actual heads of state, so it beats me why Harry might imagine he'd be included - especially when there's never been an issue over security being provided free if the experts believe it's needed

Maireas · 09/12/2023 17:48

I know, @Puzzledandpissedoff , because it makes no sense. He couldn't have been more protected for every single recent visit to the UK.

NaughtNessy · 09/12/2023 17:43

I'm ok for my taxes to pay for security for those in the direct line of succession, as the monarch represents our country but NOT happy for my hard earned salary to be allocated to random, distant rellies and hanger ons.

Edited

I'm OK for public funds to be spent of close protection for those whom the relevant government experts assess as being in need of it.

Possibly as a result of the views expressed by the Palace on behalf of the late Queen, Harry got a (unique?) arrangement by which the threat assessment for him and his family would be reconsidered for every trip here (even though he is no longer a working royal, a situation that for others has led to complete removal).

Thanks yet again, Serenster - I kind of thought you might know, but didn't want to @ you directly as you already give lots to these threads Smile

The above being the case it's even harder to see how Harry would qualify, being neither a head of state nor representing one, but it's only too easy to see why he'd like to be included

Again - why use masses and masses of the same old words to repeat the same old arguments when a few suffice.

I hope you are applying that to everyone, not just me?

IcedPurple · 09/12/2023 17:52

Here's a link to the UN page about IPP's.

“Internationally protected person” means:
(a) A Head of State, including any member of a collegial body performing the functions of a Head of State under the constitution of the State concerned, a Head of Government or a Minister for Foreign Affairs, whenever any such person is in a foreign State, as well as members of his family who accompany him;

(b) Any representative or official of a State or any official or other agent of an international organization of an intergovernmental character who, at the time when and in the place where a crime
against him, his official premises, his private accommodation or his means of transport is committed, is entitled pursuant to international law to special protection from any attack on his person, freedom or dignity, as well as members of his family forming part of his household

https://legal.un.org/ilc/texts/instruments/english/conventions/9_4_1973.pdf

It's from the 1970s, when there was a spate of kidnappings of diplomats and government officials. I doubt that private citizens looking for bragging rights on the cheap were considered by those drafting the treaty.

So, the late Queen's letter surely contradicts Harry's (frequent) claims that the RF cut them off and showed no care or concern for them?

@Sheepskinthrow

Great post from you. Very patient too, given you are responding to a one sentence nob calling post! Throwing around endless insults like nob, thick, stupid, entitled means nothing. It doesn't contribute to a discussion. It's juvenile.

Agree on your take on Spare. All some people have done is focus on the leaked in advance bits... it bears no resemblance to the book at all, but if you don't read it cover to cover you won't know that. It's easier just to call him a nob!

I've read it. Boring in parts, interesting in parts, annoying in parts

I so like your last para. I think he is brave and I think the best thing they did was to leave. The institution of the Monarchy comes before the people actually in it. Yes to bullying of them, and that's why I support them. I am sure they will continue to carve out a role for themselves and I wish them well.

This one.

Puzzledandpissedoff · 09/12/2023 17:59

Thanks to you too, @IcedPurple - a really useful link and I learn something new on here every day

Just wondering if maybe Harry thinks that Invictus qualifies him under "other agent of an international organization of an intergovernmental character"?

I don't think Invictus has any official status, does it? It's just a privately run charity.

Plus, he's only Founding Patron. He doesn't even sit on the board. If he got IPP status on that account, then surely the Board of Directors would too? I don't think it would come anywhere near qualifying him for that status. If it did, then we'd have 'IPPs' running around the streets. I think organisations like the UN is what is meant here.

parksandrecs · 09/12/2023 18:04

I suspect puzzledandpissedoff was joking 😀

Perhaps someone can answer what is going on with people singling Rousette out over the past couple of days over multiple RF threads because honestly it’s getting weird.

If you have an issue with my post, do report it, quite happy with that.

Otherwise...

Thx, am used to it unfortunately.

Well, quite.

And - from what I can see - Edward Young presented her views at the meeting, as you would expect from a private secretary, rather than being a meanie to poor Harry.

I didn't have an issue with it - I merely replied to it then you replied to me and I replied to you as I am doing now ?

themessygarden · 09/12/2023 18:14

Harry seems to be all over the place with his assertions, no wonder so many people don't take him seriously.

It means people like the Secretary General of the UN, the Pope (who is also the head of state Vatican City which has an odd status) the President of the European Union

Not heads of any old organisation that exists in several countries.

FloofCloud · 09/12/2023 18:28

@cocolocopocos - brilliant! 🤪

Viviennemary · 09/12/2023 18:29

As regards security. I wonder if the Duke of Windsor had security funded by the state when he lived abroad. But he was an ex Head of State. And I think he seldom returned to the UK. My take on this was that Harry did want his security at home and abroad funded. Whether by the country he was in or by the UK. Hence this international protected person status he goes on about.

He has got himself in a right mess IMHO.
