I wouldn't go so far as to say she has no say in proposed bills, but she certainly has no say in many proposed bills.
Queen's Consent is required for some bills - specifically any that affect the royal prerogative, hereditary revenues, the Duchy of Lancaster, the Duchy of Cornwall and the personal property or personal interests of the Crown. Prince's Consent (i.e. the consent of Prince Charles) is also required in some circumstances for bills affecting the Duchy of Cornwall. There are some exceptions to this, so some bills that would appear to require consent under these headings do not, in fact, need consent. There are, therefore, a lot of bills for which Queen's Consent is not required at all.
My main beef with the Guardian, though, is their allegations as to how Queen's Consent has been used. Many of these are simply wrong. For example, the Guardian claimed that Queen's Consent was used to alter the Leasehold Reform, Housing and Urban Development Act 1993 to give exemptions to specific properties in the Isles of Scilly and Dartmoor. No such modification was made. Dartmoor isn't mentioned in the Act at all. The Isles of Scilly are mentioned but only to make Part 1 of the act applicable there, i.e. to give tenants in the Isles of Scilly the same rights as tenants in England (with, of course, the same exemption for Crown land).
