he never budgets enough of it and gets too expensive bottles.

what an idiot!

dude, local vintners! go in, tell them the situation, get recommendations there and give them a budget.

negotiate on number of bottles, advertising their business, etc.

whilst there, ask about local deliveries for events - drinkware, in particular.

these people don't have enough common sense to run a business.
