Yes Belle should move out or change the locks again and start recording the conversations with Tom.

When she first suspected he was watching her why didn't she take her laptop to the resident tech expert Ryan to see if there was any sort of device on it.

I'm struggling to think how the writers of the Tom and Belle storyline (with nobody believing or seeing what she's going through) would think it would ever encourage victims of domestic abuse to speak to anyone.

Agree with you. They’ve made it very one dimensional with all the emphasis on Tom isolating Belle and running her down at every opportunity.
What they’ve ignored is that abuse makes you hyper vigilant. A year after leaving my abuser I still scanned the carpark leaving work every day. Every door and window in my house was locked. I slept with a knife under my pillow for about 6 months and had one hidden in the car — can’t imagine I’d ever have used one , I faint at the sight of blood, but it made me feel slightly safer.
Belle would be on high alert to lock things, hide things.
She’d be on MN asking advice and people would be saying press record every time. Search for cameras.

Exactly. If the Dingles believe a known stalker and troublemaker over Belle what chance has anyone else got of being listened to. It's awful.
