Just spoke to a TV PR friend. They never intended to let on that the PR was an actress but then the storm broke about the BBC conning viewers about the Queen etc. Now all broadcasters are dead nervous about being accused of misleading viewers. Hence the disclaimer at the beginning that some scenes were staged and PR was actress.
