I think he feels very guilty about his part in Gilead. He's realised it's totally fucked up and is doing what little he can to rectify things - that's why he's taken on a 'damaged' Martha and 'crazy' Handmaid. Whether he has any real power to change things remains to be seen.

I wouldn't have thought someone from Mayday would be so obviously non-conformist. You would think he would overcompnsate by adhering to the rules scrupulously
