Is this the worst dress ever?

I mean, I like the neckline, and would accept the flimsy cheap fabric (normal for now).
But who on earth looked at it and thought ' I know what that needs ...'

I like the green Wolf and Badger dress, but maybe it’s because I’m currently watching Ugly Betty, and Wilhelmina Slater might wear something like that (although probably in white not green) 🤔
Anyway, I’m missing Noughties glamour lately!
