It kind of is, quite strict societal norms and the main ethnic groups are rooted in conservative religion.
I was there in June and the 'uniform' for any woman under 30 was short shorts, a loose tshirt and trainers. You'd look out of place in something that was both strappy AND short - I'd say go with shoulders/cleavage or legs out but not both, depends on how much you want to blend in though.
Plus you will freeze in the shopping centres, especially if you've been drenched in a tropical downpour first!
