How to stop my hair having this texture? (Pic)

It's like a layer of frizz and it's so unattractive!
I've smooth dried it but not used straighteners. It's not actually dry, it's in good condition but I've always been left with this horrible texture!
How to make it silky without straightening it to death?

op if you left your hair to dry / or didn’t brush it after washing what happens to it?
Have you ever tried drying it with a diffuser?
