I do this all the time but don't feel 100% about it, always hesitate.
If I wear a navy dress then I wear navy shoes. If navy tights the reverse. I feel like the tights should be "framed" by a same colour block.

With black shoes. VB came up first on pin search, sure there are others too.

I like navy and black, but the tights can be a bit lighter. Not opaque black.

Navy and black used to be a fashion taboo (just ask my mother) but mixing them became trendy a few years ago. Now it's perfectly fine. I think black and brown went through a similar change recently.

Some of these changes make fashion history - I always think of YSL when I see a fuchsia and red outfit.

I agree near-black navy worn with black can look a bit dingy so the way to do it is to pick shades that are a bit apart.
