I don't think Tech is right even about the deregistered names there are normally still posts there under the old name, either the original posts or "Message deleted", and I don't see how you could reuse the name under those circumstances. He's even recognised that himself when he's been less busy looking at dirty mags tired, because if you are an ex-flouncer and start a thread appealing to his better nature you can often get him to merge your old and new identities so that you can go back to your old name if de-registered names were automatically available then he wouldn't bother and would just tell you to change your name.
