If someone said "she's a belter" in Scotland what does that mean? Internet is divided between it meaning something good, and something bad (for context, I am guessing that it's bad). Ta for your help.

Singing she's a belter is a bit hard to decipher without knowing context.
Sung in a goading way generally is referring to your character.
Sung in a complimentary way is generally referring to your good looks.

I think even if you’re stunning, if a stranger in a public place starts shouting that ‘you’re stunning’ at the top of their voice they are basically a knob of the first order. His opinion counts for nothing.

I think in this context he was actually shouting "she's an idiot" (and that's putting it kindly), however I understand your point..thank you.

Complimentary if meant as a compliment. Derogatory if taking the piss! I might describe a comment as a belter if it was so perfect it cut someone down to size or was bloody brilliant. But equally if someone said something ridiculously stupid I'd say it was a belter in as far as, that's the most stupid thing of all the stupid things...

Late to the thread but I'd never heard awful Gerrry Cinnamon song. I couldn't listen to more than a 30 seconds of it so don't know what it means. I assume it is meant to be a compliment but as he is such an obnoxious creep I would not take being called a "belter" by him as a compliment.
