It's not clear if he is the one whos name is on the tenancy, or you are. If the tenancy is in his name and if you are not married and have no DC with him then you can't just throw him out, unfortunately. If it;s in your name, then you can.

Try right-clicking on the spam folder, and see if it gives you an option to empty the folder. If it doesn't, go to the very first message in the spam folder. Hold down your Ctrl key, then press the A key. It should highlight all the messages. Now delete them.

Have you tried ringing your HA, telling them you want your partner out but he won't go? If you got the police to help you get him to leave, would they then transfer the lease to your name only?
