You hit the nail on the head there Tree - that's exactly what I'm going through. I have just emailed her back re-stating that we will be making the appication as its the only was we will be kept in the loop and accepting her offer of meeting to go through the paperwork with me.
Tis a right pita though, the LEA have 6 weeks to respond (excluding holidays) with a decision about whether or not they are going to assess. There's only 8 weeks till the summer holidays and the inclusion lady won't get my email response until after half-term now, so it looks like whatever happens the decision to assess won't be made until the Autumn term. Then, if they agree to assess, they have 10 weeks (excluding holidays) to do so, but if they refuse, we have to go back round the loop, gather more evidence and reapply with the same 6 week deadline. So bloody frustrating, not to mention ds is struggling more week, by week in the meantime with pretty much zero support in place. 
The whole process takes 26 weeks (effectively 2/3rds of an academic year) to complete even if everything goes perfectly to plan - which it never does. So that leaves ds potentially without support for another school year! 
Tink Go for a second opinion, book an appointment asap, some docters are just shite! Doctors are not qualified to diagnose dyspraxia, she needs to be referred and assessed by occupational therapy. If the doctor won't refer - try your health visitor - that's who referred my ds. Also, the SENCO can refer - or the School Nurse. Don't give up, there are plenty of other avenues left to try.
Did he say normal or abnormal?
If its the latter, he needs to qualify that statement and refer accordingly.
