“Tax the wealthy” (RR budget) what does this even mean?

I don’t remember anxiously waiting for budgets like we have the last few years earlier on in my adulthood. But when you read statements like this (as I have seen in the headlines today) what do you interpret it to mean? What does taxing the wealthy look like to you? Taxing higher earners more? From what point? Higher taxes on industry?

At which point do you tax the income though? On raw sales value, or once the costs of doing business have been covered? It is not cheap to rent the premises and pay the business rates and the utilities, like light and heat and power and waste disposal, which businesses pay separately unlike domestic council tax.

I own a small industrial shed via my pension, and rent it to a slightly bigger business that prefers to keep money in the company and its intellectual property. So we charge them £5 per square foot of space annually. It works for both of us but @Catpiece there is no untaxed wealth waiting for the Chancellor to pounce. Neither the tenant nor the landlord is making stupid money. I provide a building and they pay rent. It is only untaxed because we bought it as a pension fund.
