Either appear to be correct, according to my dictionary, with CONtroversy coming first in the listing.

Yep, my pedant mum has always told us CONtoversy is the correct pronounciation.

My mum is always right on these matters. Whilst there's an enjoyment and smug satisfaction to be gained from knowing what's 'correct' there's also the irritation at hearing people getting in wrong so often.
