Literally, it means lifted of the ground by a fart.
From the french (who else), ‘petard’ is derived from pet, or a fart (old french, nowadays pétarade). Apparently, it relates to small bombs, often called petards, which only did a small amount of damage, a bit of lifting of dirt and debris... The bomb-maker is blown ("hoist", the past tense of "hoise") off the ground by his own bomb ("petard"), and indicates an ironic reversal or poetic justice

A petard is a historical term for a small bomb used to breach walls or gates, or a firecracker.

In the expression, it refers to the former. The devices had very short fuses and the chances of any soldier fixing one to its target getting blown up in the ensuing explosion were fairly high.

A petard did more than "a small amount of damage, a bit of lifting of dirt and debris". Each one contained between 5 and 6 pounds, so 2 to 3 kilograms, of gunpowder.

They were designed to blow holes in solid walls and gates. Anyone caught in the explosion would be blown sky high, not just off his feet.

Referring to a fart in the name was a piece of typical military gallows humour.
