How can we help a three year old stop using a dummy

DP's daughter is 3 years 7 months and still using a dummy quite a lot. He's asked for my help weaning her off it but I have no idea where to start! If you try taking it away you're met by tantrum after tantrum.
Dummy fairy etc. probably won't work as she's quite over indulged as it is so frequently gets new toys etc.

You have to be brutal
scoop them all up and get rid of every last one and say that the funny fairy has taken them to a new baby who needs them and not for a big girl who has x/y/z (nice treat she loves)
she might tantrum but it will pass

Cut the tip off, and when she notices say oh no it’s broken, once it doesn’t work she’ll not bother with it. Worked with mine
