Pingu and Shawn the sheep are the best suggestions! Also Molang. Early Miffy epispdes dont have dialogue but do have a narrator. I'm assuming that by non-toxic you mean don't include violent things like Tom and Jerry? In case you don't mean that, I'll add Tom and Jerry in too!

Do you mean no highly saturated colours, sound effects, fast movements and quick scene changes?

Or depictions of violence, rudeness, bad behaviour etc?

I think I watched a couple of scenes on YouTube before showing it to my daughter. In one he pretended to eat his vegetables and then went and spat them out in the toilet. Then in another he did a wee fountain all over the bathroom. I mean it's stuff kids actually do but you don't want to be giving them ideas haha.

Waybuloo is nice and gentle, can find episodes on YouTube.

But the point is he gets found out and has to apologise and put it right. It’s about children seeing that when you do these silly things there are consequences. It’s not a manual for naughty behaviour it’s a cautionary tale. Children will be naughty no matter what.
We also need to be very careful about not forgetting that we see these things as adults in a very different way. What your toddler sees and takes from the cartoon is different to what you see.

Is there a reason why it has to be no dialogue? We endlessly watched the Octonauts. Plenty of dialogue, but a lot of it is genuinely educational...

Honestly just watch stuff on iplayer. Dialogue is a good thing to help with language development. A lot of shows are educational. Stay clear of YouTube. I think you might be projecting a little.

Vintage Thomas the tank engine is the first thing I let my child watch. Really slow, barely any movement at all and no 'dialogue' just lovely narration.
Agree with PP there's loads of gentle stuff on Cbeebies/iPlayer - Clangers, Night Garden, Twirlywoos etc. Beddybyes is quite sweet.
