which is best double buggy or pram with toddler seat?

i am due in august and my dd will be 2 and a half , i had intended to use the pram we had for dd with a toddler seat on top for her , however my dh thinks this is not safe and that we should get a double buggy, we dont drive so it has to be right as will be used a lot , any oppinions>

do you all really need to be buying buggies now?

here is what I'd do/did

wait til the baby is born, then, IF you still think you need a double, and IF you can't find a friend's to try out, go to mothercare or similar and test them there, with the kids actually in the pushchair.

I do have a 2 week old atm (also a 2 yo and 4 yo) and she has not yet been in a buggy, just a sling.
