Little girls with bare chests

So in the park, DS(5) takes off t shirt. All good. DD(3) also wants to take off t shirt.

I don't think I mind - but I am worried about a park full of people judging me. They have cream on, this is a question of 'should' girls be ok topless in public before puberty??

What do you think? Should I let her take her T shirt off too?

I'm a strident feminist usually but really finding this one difficult.

I try to parent on a neither or both way where possible. My son wears a full swimsuit for this reason at the baths. I chose to cover my DC completely regardless of sex.
