That's got some really interesting comments on, the latest theory being that he's a government shill and paid by GCHQ to be in the pen. I've no idea what to believe on there anymore aside from he's a thoroughly unpleasant individual and was a complete tosser to that poor TfL assistant. Hancock proved himself to be as much of a idiot / coward as ever and virtually used her as a shield. I can't decide if I dislike clown or Hancock more.
I think you're right that he's homeless right now, I'm sure I remember him saying in the summer that he owed some solicitors £4,500 in failed legal aid fees and that he was being threatened with / by the bailiffs and that makes me think is the reason he's been living in the pen.

@ticktock19 - I agree with you that it is hard to decide which of Coco and Hatt Mancock are the most despicable characters here. Personally, I'd arm them both with a fork and tie them together in a large postal sack suspended over a tank of piranhas.
Coco has long been acknowledged to be a police informer, as evidenced by his record relating to anti-fracking activities back in the day. As for Wig & Sleaze, I can't stop laughing at their 'world-changing' opportunity that seems to require them to travel around backpacker hostels in Asia promoting a 'football league' that makes my kids' junior Sunday league look like the FIFA World Cup.
