This is of course an absolutely tragic event.
I'm feeling a bit mean by saying this.........but why is it the headline topic on BBC news?
I genuinely feel sorry for those involved, but don't understand why it's the dominant news story?

I do hope the reports, etc., come to sound conclusions and are not just a blame game exercise.

If the MAIB work in a manner similar to their aviation analogue the AAIB then the final report will probably contain a statement in the introduction along the lines of:

" The sole objective of the investigation under these Regulations is the prevention of accidents and incidents and not the apportioning of blame or liability"

That may not stop them making some fairly pointed observations and recommendations in the body of any such report.

MAIB rubric on the interim report - very similar:

The sole objective of a safety investigation into an accident under these Regulations shall be the prevention of future accidents through the ascertainment of its causes and circumstances. It shall not be the purpose of such an investigation to determine liability nor, except so far as is necessary to achieve its objective, to apportion blame.
