An appropriate thought for International Women's Day - here's a letter to those of us who expressed concern and set up the petition from Krisztina Morvai MEP, about her work on behalf of women's safety in Europe:
"Thank you very much for your letter of 6th February regarding my speech at the Women's Rights and Gender Equality (FEMM) Committee of the European Parliament on the subject of violent crimes committed by migrant men against women particularly in Germany, but also in Sweden and other countries on New Year's Eve 2015 (and also since then). I apologize for the delay in my answer, but I was waiting for a response to a letter I wrote on the issue to the German Ambassador (Permanent Representative) to the European Union. Unfortunately, no answer was received from him until now, so it is time to send my response to you.
Let me inform you about the work I have done since my speech at the FEMM (Women's) Committee in relation to the matter of violence against women in Europe by migrant men. Following the speech and the many responses I received to it, I wrote letters to the German Permanent Representative (Ambassador) to the European Union as well as the Swedish Permanent Representative asking them to inform me about the results of the investigations regarding the crimes committed on New Year's Eve 2015 as well as on the status of violence against women committed by migrant men in their countries. I called their attention to the fact, that violence against women is considered to be a very serious issue by the European Union and Member States are expected to respond to such violence with due diligence and these crimes must be taken very seriously by their authorities. Moreover, it is expected that victims of such crimes are assisted and helped by state authorities. In addition, I wrote a letter to Ms. Iratxe Garcia Perez, the Chairperson of the FEMM (Women Right's and Gender Equality) Committee of the European Parliament asking her to initiate thorough investigation of the crimes committed on New Year's Eve 2015 and since then by migrant men against women across the European Union.
Let me inform you about the responses I received. Unfortunately the German Permanent Representative (Ambassador) Mr. Reinhard Silberberg (Permanent Representation of Germany, Rue Jacques de Lalaing 8-14 /Brussel Belgique, Tel: +32 27871000 Fax: +32 27872000, Email: [email protected] , Internet: www.eu-vertretung.de ) has not responded to my letter at all. I must say I found this very surprising, because as a Member of the European Parliament I am used to receiving answers to my official letters.
The Swedish Permanent Representative (Ambassador), Mr. Ahnlid Anders (Square de Meeûs 30/De Meeûssquare 30 ,1000 Bruxelles/Brussel Belgique, Tel: +32 22895611 Fax: +32 22895600 Email: [email protected], E-mail: [email protected]) did respond to my letter, very briefly. He argued that after as far as he was aware such crimes were not committed in Sweden but in Germany. He advised me to contact the Swedish Chief of police which I did, but unfortunately there has been no response since.
Ms. Iratxe Garcia Perez, the Chairperson of the FEMM (Women's) Committee responded to my letter. She agreed with me that violence against women these days is an extremely serious problem across Europe. She further argued that Member States are obliged to take such violence seriously and they must respond to it. On the other hand, she pointed out that the European Union (Parliament) cannot "interfere" because the investigation of and response to such violence against women is the responsibility of Member States. I'm slightly surprised by this response since the European Parliament and in particular the FEMM Committee is usually very active in taking up similar matters and there is a large number of European Union recommendations and other sources on the subject matter of violence against women which would make it possible for the Committee to check their enforcement by the Member States.
I believe that civil society should be even more active in Europe these days towards putting a pressure on governments to prevent violence against women and respond to such attacks efficiently. I also attach a couple of European Union and other international documents.
With warm regards,
Krisztina Morvai JD, LL.M, Ph.D, associate professor of law
Member of the European Parliament"
