If it's for this winter you'll need to check the rules carefully as travelling with partially vaccinated teens is a minefield right now! Germany, Belgium and the Netherlands are definite nos. Not sure about Austria, Hungary or Czech Republic. We researched a lot and have ended up with France as at least they can test regularly for their passe sanitaire.

I've been to a few Euro cities in the winter, pre covid

Suggest that you check the covid rules before travelling & buy travel insurance

My favourite is Amsterdam
You can buy a pass" I am Amsterdam"that allows; one free city boat ride, unlimited tram rides & discounts into some attractions.

My second choice is Iceland, but it is very expensive & not so many attractions for teenagers. However, the scenery is stunning. I was lucky to see the northern lights. I believe that the volcano is still active. The hot pools are very invigorating too

Budapest. Several outdoor hot spas. Museums that actually interest them (like the secret cave hospital in the war and the Terror Museum.)

You can take a taxi out to the bear sanctuary and feed honey to bears and see wolves. There's a lovely ride up the hill via the cog railway and the one manned by children and then you can get a ski lift back down. Also amazing cakes in beautiful cafes, boat rides along the Danube, tram rides, a great pet cafe, covered markets. I haven't been but teen DC liked the communist era statue park too.

We went in summer but I'd love to go back in winter - all those hot springs and cosy cafes.

Budapest sounds amazing!

We did Berlin with 2 teens and had a fantastic time- they said it was the best holiday they ever had and they’ve been on quite a few beach holidays. We had a meal in the revolving TV tower, went to see an amazing show at Wintergarten, walked the Berlin Wall and loads of other things.
