ooh you could do a swimming pool cake. Normal VSC but top layer cut a big disc out of the centre (or rectangle for official olympic look).

Fill up hole with blue jelly (chop it up a bit to look wavey).

Put playmobil people in doing backstroke

OR if you were very clever you could build a diving board at the side (with rectangle wfers and chocolate fingers) and then using thin thread attach a playmobi person in mid dive. They should be in a pike position.

The playmobil folk bend real nice in the middle, so you could have a row of judges at on end peering down to check for hand touching side moment.
