You could have a olymic pool cake complex diorama, with swimmers AND diving, and the synchronised swimming teams warming up to one side.

obviously blue jelly in the pool. You're not going to put orange jelly in the pool are you, that would be rubbish and completely un-authentic.

Urine coloured jelly in the pool, more authentic for kiddies (though not very sportsmanlike I admit).
Where do you get blue jelly? Or do all your martha stewart types make your own jelly as well?!?!

The divers at the side queueing up, should all be holding tiny little square towels. They are always toweling themselves down with tiny towels are the divers.

Oh you can make clear jelly with gelatine leaves and just bung some blue food dye in. The pool colour is easy....getting the authentic olympic water sports look will take some more thought.

MamaG, my oldest is only 4 and even I know now that the only way to win competitions is to make it yourself but in such a way that it appears to have been made by your child.

So long as you get her to put a playmobil person into the pool she can say with all honesty that she contributed significantly (or is it significantly contributed? You don't want her to be splitting infinitives in front of Brown Owl) to the overiding thematic essence of the cake, which is obviously the Olympic competitor (and not the Olympic venue).
