worried about family member and child

i have a family member (female) who has a very new foreign partner . they met on holiday 2 months ago and the family member allowed the new partner to come and stay in their home for 2 weeks after this. my family member also has a young child who lives in this house.
my family member is now planning to move to the new partners home country with them after only meeting on holiday and having them stay with them for 2 weeks.
i am so worried about the child. i am considering reporting to social services as i am concerned that this is such a dangerous situation for the child to move to a foreing country with my family member. they do not speak the language, my family member hasnt got a lot of money. this all screams red flags as to why a new partner would want to move a person and their child to their home country after such a short period of time. family member has displayed mental health issues for a long time (i suspect bpd but im not a psychiatrist) other family members are in support of this which I have found horrifying. i have accepted i will be cut off from the family from reporting this but i feel someone needs to speak up for the child.

Is her ex on the scene? Surely he would have to give consent for the child to move to another country?

no, he was never listed on the birth certificate nor is he involved.

I would report that. I think that you need to act on the child's behalf.
