Is this normal behaviour?

I run a family home, have a full time job and my house is messy! I run around to tidy up but never seem to get anywhere, like I'm going round in circles. I can never say my house is clean and tidy to my satisfaction even though I have a cleaner 2 hours a week to help.

I sit down for a break and start to think about all the improvements I need to do to my house. Walls need painting, sofa needs cleaning, wanting to change the carpets, bathroom, kitchen etc. I live in a consistent circle of frustration that everything needs done now and I don't have the time or money to sort it.

I am thinking surely not everyone feels like this and it can't be normal.

Can anyone relate to way I am feeling and provide any advice?

Write it all down? See if you can buy off marketplace, and save up for changes or look into DIY? Prioritise what you want, or what you need?

Absolutely the same in my house. Things just go round in circles as you say. You get one thing done and then 5 more pop up. There's always somewhere that needs re-decorated or something that's broken and needs replaced or fixed or something that's dirty. I could honestly clean and fix for 24hrs straight and my house would still not be to my liking or the to-do list finished.
