Advice needed about mental health services for the elderly

I’d be grateful if anyone could signpost me for support services in England for my uncle.
He is in his 70s, lives alone in rented accommodation - no assets. There are no signs of dementia (as far as I can tell) and he is still capable of living independently though has slight mobility problems.
The current very pressing issue is that the panic attacks he’s had all his adult life are increasing, happening nightly now and terrifying him. He had his antidepressant medication added to by a very unsympathetic GP but it doesn’t sound as if it’s helping.
I don’t live near him but I’m going to see him today so I’ll get more of an idea of what help he might be willing to accept, should it be available.
What steps can I take to support him going forward? Are there social care/charity services that will support him? Thanks
