MH Tribunal decisions/judges

Can anyone advise?

Are MH Tribunal decisions (not reports) routinely published and, if so, where? Of course, patient names would be withheld and doubtless other sensitive information.
Is there an official list of Tribunal judges - I believe that they are first tier judges.

Not routinely published unless it set a precedent - if they are published, it will be in The Jones Mental Health Act Manual.
I do not think there is a list of judges but the patient will get the written decision with the names

The Mental Health Act Commission used to have a list of people they would approach to sit on tribunals - this may have changed in the time since I stopped working in mental health hospitals. There would be a core of legally qualified (QC's definitely, not always judges), a 'lay people' and those with a mental health care professional, eg nurse, social worker. Back when I was working in the field, there was always a shortage of suitable people.
