I would say that emotionally intelligent people are those who have developed a set of healthy core beliefs based on getting their childhood needs met by good parents.
If that wasn't your experience then you probably have negative core beliefs.
It can be dry difficult to actually know what your core beliefs are.
I have found that listening to your critical inner voice is the best way to understand what your beliefs are.
The book by Robert Firestone on conquering your inner voice is brilliant, as are all his books. Have a Google.
Obviously if you're depressed or suffer from anxiety then you should probably see your GP and they may suggest therapy.

Emotional intelligence is based on understanding yourself, understanding others, understanding yourself in relation to others - your impact etc.

Anything which increases self awareness is. Good starting place -360 feedback for example.
