MH and social worker involved

Have had to NC for this.
I have a relative who has been suffering from severe MH breakdowns leading to hospitalisation and long hospital stays (months at a time). This relative has young school-age children and the DP no longer on the scene. Whenever this relative has a breakdown, i am the only relative who can take on the children. In the last 2 years this has happened on more than one occasion. Each time, the social worker has decided that this relative is well enough to care for their children; until the next 'episode'.
Can anyone tell me when the social worker is going to finally say enough is enough and put a stop to this. Childrens lives are upheaval and disrupted. Or has anyone been through this where this continues endlessly ? Would be good to hear others experiences

From what I've seen through my job it will just carry on unfortunately....
However if you were to refuse to have the children (not saying you should though) then it may be a different story.
